How to Design Enhanced Transparency Framework? [Policy Proposal Paper]

Dear friends,
As a research fellow of IGES from this July again, I have developed an international scheme design paper again after the designing stage of the Marrakech Accords (1998–2001).  Now, I am happy to share this proposal with you, especially with negotiators participating in the COP.
The research theme is related to the “Transparency Framework”; how it could be designed to materialize the concept of the Paris Agreement, which is a PDCA-cyclic evolutionally process toward its goal. It consists of inter-linking (through NDC) global and national level processes. Transparency Framework is the essential vehicle for the latter. (Global stocktake is that for the former).
I believe this paper attracts your attention if you expect the Framework to be utilized BEYOND simple transparency

The underlying motivation is the concern that the current arrangements focus on “transparency” and do not contribute to other purposes such fostering real actions.
This paper also recommends means to realize the broadened objectives.
